The Constitution of Colorado requires the general assembly to provide for the establishment and maintenance of a thorough and uniform system of free public schools throughout the state and vests in a state board of education responsibility for their general supervision.

The Constitution also requires that the general assembly shall, by law, provide for the organization of school districts of convenient size, in each of which shall be established a board of education to have control of instruction in the public schools of the District.

Historical Note: The modern history of Westminster Public Schools begins in 1946 with the consolidation of Adams County District 9 (Westminster), 25 (Baker), and 98 (Berkeley Gardens).  School District 4 (Utah Junction) joined with then District 50 in 1955.  In 2016, Adams County School District 50 legally changed its name to Westminster Public Schools.

As are all school districts in Colorado, Westminster Public Schools is a body corporate with perpetual existence, and in its name may hold property for any purpose authorized by law, sue and be sued, and be a party to contracts for any purpose authorized by law.
